Mevlut “Hilmi” Cinar is a seasoned business professional, franchise consultant,

entrepreneur, and investor with over 17 years of hands-on experience building, scaling, and

exiting multi-unit retail businesses—among many other business ventures spanning from

start-ups in air cargo logistics to real estate development, sports management, and others.

Hilmi founded Fashion 5, a women’s fashion chain that grew to 32 locations in 3 years

across nine U.S. states, and played a pivotal role in expanding ChiqueoLatte, a premium café

brand, from Amsterdam into the U.S., Dubai, Luxembourg, and the Netherlands. From

kitchen procurement and lease negotiations to customer acquisition, marketing, financials,

and legal setup, Hilmi has lived and led every bolt and nut of franchise operations.

He brings to each client not only a strategic roadmap for franchise growth, but also real-

world execution skills backed by over $100M in enterprise value across businesses he and his teams have launched, scaled, and successfully exited through his firm, MAESTRO

Corporate Group. As a former operator, Hilmi speaks the language of both investors and

operators—and adds another layer of value through his deep experience in state and

federal government affairs. Having served as an executive board member in Washington,

D.C. and led bipartisan policy initiatives with 53 U.S. Senators and 142 Members of

Congress, Hilmi helps clients navigate regulatory, legal, and compliance issues with

confidence, ensuring their business launch is not only smooth—but sustainable.

Hilmi holds a Master’s in International Relations from Harvard University, a Master’s in

Political Science & Public Administration from Roosevelt University, an Executive Scholar

Certificate from Northwestern’s Kellogg School of Management, and a Bachelor’s in

International Business from Strayer University.
